Deducting Losses From Federally Declared Disasters on Your Federal Income Tax Return

According to the IRS:

Personal casualty losses are losses from casualty, disaster, and theft that are not connected to a trade or business, or a transaction entered into for profit. Generally, if the loss is caused by a federally declared disaster, you may deduct personal casualty losses relating to your home, household items, and vehicles on your federal income tax return. For tax years 2018 through 2025, personal casualty losses are otherwise not deductible. A theft loss deduction is generally available, however, if the loss is due to theft related to a transaction entered into for profit. You may not deduct casualty and theft losses covered by insurance, unless you file a timely claim for reimbursement, and you reduce the loss by the amount of any reimbursement or expected reimbursement. 

A federally-declared disaster is any disaster determined by the President of the United States to warrant assistance by the federal government. Visit fema.gov/disasters for a list of federally-declared disasters. Current and recent federally-declared disasters as of January 2025 include:

If your property is personal-use property or isn't completely destroyed, the amount of your casualty loss is the lesser of the adjusted basis of your property, or the decrease in fair market value of your property as a result of the casualty. You must reduce the loss by any insurance or other reimbursement you receive or expect to receive.

Casualty losses can be claimed as an itemized deduction on Schedule A of Form 1040, less $100 for each casualty, then subtract 10% of your adjusted gross income to calculate allowable losses for the year. However, you may elect to deduct the loss without itemizing your deductions. Your net casualty loss doesn't need to exceed 10% of your adjusted gross income to qualify for the deduction, but you would reduce each casualty loss by $500 after any salvage value and any other reimbursement. Report casualty losses on Form 4684, Casualties and Thefts.

Casualty losses are deductible in the year you sustain the loss. You have not sustained a loss if you have a reasonable prospect of recovery through a claim for reimbursement. If you have a casualty loss from a federally declared disaster that occurred in an area warranting public or individual assistance (or both), you can choose to treat the casualty loss as having occurred in the year immediately preceding the tax year in which you sustained the disaster loss, and you can deduct the loss on your return or amended return for that preceding tax year.

Mexican Restaurants In the Conejo Valley

According to Pew Research Center analysis published in 2024, approximately 11% of restaurants in the United States serve Mexican food. Though Mexican restaurants are present in 85% of U.S. counties overall, nearly 40% of all Mexican restaurants in the country are in California (22%) and Texas (17%). Based on data from March 2023, Los Angeles County had 5,484 Mexican eateries; imagine, it would take you over 15 years to try one of these eateries every day.

So, here we have compiled a list of Mexican eateries in the Conejo Valley, which stretches over portions of both Ventura and Los Angeles counties and includes Thousand Oaks, Newbury Park, Westlake Village, Agoura Hills, Oak Park and Calabasas, west of the Calabasas Grade. Adios Burritos (Mexican Eateries That Have Closed Over the Years

Margaritas Mexican Grill in Oak Park opened in April 2015 and closed in late summer 2024 for a nine year run.

The historic Lupe’s Mexican Restaurant in Thousand Oaks closed its doors on August 29, 2016, after serving the Conejo Valley for 69 years.

Mejico Grill & Tequila Lounge opened at 29008 Agoura Road in Agoura Hills in September 2018 but closed in February 2021 after a fire in February 2021. Still closed as of October 2024.

Loteria Grill at The Promenade at Westlake opened in April 2012 and closed in February 2017.

Cisco’s Mexican Restaurant Westlake Village closed its doors in February 2018.

Casa Escobar closed its doors at 2809 Agoura Road, Westlake Village on September 10, 2016 after six years at that location.

Julio’s Agave Grill operated at 2809 Agoura Road, Westlake Village, in the former Casa Escobar location, from November 19, 2018 to July 1, 2023.

Sabor Cocina Mexicana operated at The Lakes at Thousand Oaks from August 2010 to March 2020.

Rubio’s Newbury Park served its last fish taco in January 2019, after over eight years in operation. It also had a location at Janss Marketplace at one point.

Letty’s Mexican Food at 2454 Hillcrest Drive in Newbury Park was a local favorite for over 20 years, until it closed in April 2015.

Casita Valdez operated 159 E. Thousand Oaks Boulevard in Thousand Oaks from 1961 to 1979, when it changed ownership and became Enrique’s Mexican Restaurant until 2009.

El Torito closed its Thousand Oaks location on Moorpark Road on January 24, 2012, a sad day in history.

Freebirds World Burrito operated in Agoura Hills from 2011 to 2016.

Chuy’s previously operated in Thousand Oaks on Moorpark Road (Whole Foods Plaza) but closed in 2011. It also had a location in Agoura Hills at Kanan and Agoura Road.

The Taco Bell at 4955 Las Virgenes Road, Calabasas closed in January 2025.

Hazardous Waste Disposal and Recycling Programs in Ventura County

The California Department of Resources Recycling and Recovery (CalRecycle) website highlights common products that we use in our daily lives that contain potentially hazardous ingredients, thus requiring special care when disposed of.

Items that are banned from the trash are as follows:

Lights, Batteries and Electronics

  • Fluorescent light bulbs and tubes ("old school" incandescent bulbs can be thrown in the trash.). Remember that LED light bulbs and holiday light strands are considered hazardous waste and must be disposed off properly. Here’s a Home Depot guide on how to dispose of light bulbs.

  • Batteries of all types and sizes, AAA, AA, C, D, button cell, 9-volt, etc., both rechargeable and single use, as well as lead-acid batteries such as car batteries.

  • Computer and television monitors including cathode ray tube (CRT), liquid crystal diode (LCD), and plasma monitors.

  • Electronic devices including computers, printers, VCRs, cell phones, telephones, radios and microwave ovens.

Household and Landscape Chemicals

  • Flammables and poisons such as oil-based paints and reactive and explosive materials

  • Acids, oxidizers, and bases including some pool chemicals and cleaners

  • Pesticides and herbicides

  • Paints and Solvents - latex paint, oil-based paint, non-empty aerosol paint and solvent cans, and solvents such as paint thinners, nail polish remover, etc.

  • Building materials that contain asbestos and wood treated with chromium copper arsenate.

  • Automobile items including antifreeze, batteries, motor oil and filters and tires (tires are not considered hazardous but are banned from the trash for other reasons).

  • Items Containing Mercury including electrical switches and relays in old appliances, old style thermostats, pilot light sensors in some gas appliances, some gauges and mercury thermometers.

  • Other items such as propane tanks, hypodermic needles, syringes, expired/unwanted medications etc.

So what to do with these items? Recycle and reuse them! Here are some local Ventura County resident options:

The City of Thousand Oaks has a Household Hazardous Waste (HHW) Disposal Facility with details at toaks.gov/hhw. Appointments are required for HHW drop-offs. Materials accepted during regular operating hours include household items like aerosol sprays, nail polish, used frying oil, etc., items in the garage like antifreeze, brake fluid, oil, etc., as well as things like paint thinners, fertilizers, pesticides, etc. Click the link above for more detailed information.

The Goebel Cafe is open to the general public (not just seniors) at the Goebel Adult Community Center, 1385 E. Janss Road, Thousand Oaks, Monday through Friday from 9 a.m. to 11 a.m. If you’re looking for a low cost meal, this is the place to go. Cash and check only. On a side note, something I’ve found interesting in compiling this list is that most eateries offer omelettes, while a few offer omelets. According to Grammarly.com, omelet is the American English spelling whereas omelette is the British English spelling. Thus, I regret to inform you that most Conejo Valley breakfast eateries are not using proper American English. But I guess as long as the omelette is delicious, we’ll give them a pass.

Chocolatine French Cafe was located at 2955 E. Thousand Oaks Boulevard in Thousand Oaks, but closed its doors in August 2023.

Stella’s Gourmet Restaurant at 2385 Michael Drive, Newbury Park, which served the local community, since 1981, closed its doors in December 2023.

The Nook Restaurant in Newbury Park closed in December 2023 but reopened under new ownership as Mikey’s Restaurant in mid-January 2024. It originally opened in September 2019.

JOiBIRDS Cafe at 299 E. Thousand Oaks Blvd in Thousand Oaks opened in November 2023 but closed in October 2024.

Compilation of Pizza Places in the Conejo Valley

The first pizzeria in the United States opened in Little Italy, New York City, in 1905. Lombardi’s is recognized as that first pizzeria, specializing in Neapolitan pizza, which is made with tomatoes and mozzarella cheese. Margherita pizza is a typical Neapolitan pizza with tomatoes, sliced mozzarella, fresh basil and extra-virgin olive oil.

Other varieties of pizza include New York thin-crust style, Chicago style (deep dish, thick crust), Detroit style (rectangular, thick crust, sauce on top) and Sicilian (square cut) and others.

Guide to Finding Family Friendly Bike Paths In and Around Ventura County

As a casual cyclist with young kids I usually steer clear of riding on busy streets, particularly those that don't have any type of bike lane on them. Thankfully there are nearly 80 miles of bikeways in Thousand Oaks, including 3 miles of bike paths, 20 miles of bike lanes and 54 miles of marked bike routes.

Class I Bike Paths are separate from auto traffic and thus are great for family friendly cycling. Class II Bike Lanes are striped, painted and shared lanes adjacent to automobile lanes. Class III Bike Routes are marked by green signs that signify sharing with autos.

We also love taking our bikes to other places in and around Ventura County to enjoy other sights and surroundings. So how about if we highlight Class I Bike Paths throughout Ventura County, stretching from Thousand Oaks to Ventura.

Conejo Valley

The Conejo Creek Bike Path is a 1.2 mile path in the heart of Thousand Oaks that connects Gainsborough Road on the south to Conejo Creek Park and the Thousand Oaks Library. This is a nice, flat path, good for kids.

There is another Thousand Oaks bike path, the .5 mile Greenmeadow Drive connector bike path accessible on the west at Greenmeadow and Yellowstone, on the south side of Los Robles Greens. This is not a particularly interesting path but it does enable cyclists and walkers a path around the golf course to the Los Robles trailhead and Moorpark Road from Newbury Park. A bit hilly, too.

There is also the .8 mile bike path on the north side of The Oaks mall as well as the .5 mile Read Road Connector path accessible off of Olsen Road just east of the 23 freeway.

Medea Creek Natural Park has hiking, biking and fitness trails that stretch from Calle Rio Vista and Oaks Hills Drive in Oak Park on the north, then south past Medea Creek Lane and Conifer Street to a cul de sac entrance to the park at the west terminus of Tamarind Street. About a mile to mile and a half of paths, including paved and dirt paths.

Ventura

My personal favorite bike path in Ventura County is the Omer Rains Trail that runs the entire length of San Buenaventura State Beach.

We park the car at Marina Park in Ventura and ride a short distance north on Pierpont Blvd to the bike path entrance. This oceanfront path takes you past the Ventura Pier, through the Promenade area, adjacent to the Ventura County Fairgrounds, Emma Wood State Beach and beyond. Or you can get to the path from anywhere along the Ventura Promenade area.

The Ventura River Trail is a 6.3 mile asphalt pedestrian and bike path that follows the old Southern Pacific Railroad right-of-way from Main Street in Ventura to Foster Park inland towards Ojai. You can easily connect from the Omer Rains Trail to the Ventura River Trail up to the Ojai Valley Trail for quite a long, nearly automobile-free ride.

The Ventura Harbor Bike Path takes you 1.2 miles from Market St and Arundell Ave in midtown Ventura southwest through farmland to E. Harbor Boulevard and Schooner Drive, near Four Points by Sheraton.

The La Conchita Bike Path between Rincon Point at the Ventura/Santa Barbara County Line adjacent to Highway 101 past La Conchita to Mobil Pier Road in Ventura was completed in September 2014. This path has leapfrogged into my own personal favorite in Ventura County because of its spectacular beach views. This is about 4 miles of bike path in the Oil Piers Beach to Mussel Shoals to La Conchita Beach to Rincon Point beach areas.

There's another short stretch of bike path at the east end of Navigator Drive that goes west, then south, around the Ventura West Marina.

There is a two mile biking and hiking on the east side of the lake at the Lake Casitas Recreation Area, 11311 Santa Ana Road, Ventura. The path starts at picnic area #1 and follows the east shoreline of the lake for a four mile round trip ride. The path is paved in the recreational area and becomes a dirt road outside of that. Ojai

The Ojai Valley Trail is a 9 to 10 mile trail that parallels Highway 33 from Foster Park on the outskirts of west Ventura, to Soule Park in Ojai. It connects to the Ventura River Trail.

Simi Valley

The Arroyo Simi Bike Path is a two lane bike path in Simi Valley that runs from Madera Road, just south of Easy Street on the west, ending at Tapo Street on the east. Over seven miles.

Camarillo

We enjoy the newer, flat roughly 2 mile Calleguas Creek bike path from Pleasant Valley Fields up to the corner of Flynn and Upland Roads in Camarillo. Quick access from the Conejo Valley and a nice, relatively easy path good for all ages.

Other Areas

There's an online bike map available on the Ventura County Transportation Commission website at www.goventura.org where you can find other Class I, II and II bike paths around the county. Here are some of them.

The Santa Paula Bike Trail takes you roughly 3 miles on the east near W. Main St and Peck Rd to (roughly) Dike Road on the west

The Fillmore Bike Path runs from south of Highway 126 (Telegraph Road) up past Shiell Park.

In Moorpark there's a .5 mile path at Country Trail Park, around the neighborhood to the west, back to Mountain Trail Street.

There's a bike path that starts at the ocean side of Oxnard Beach Park and takes you south all the way to Hollywood Beach and Channel Islands Harbor. Cross Harbor Boulevard and make your way into Channel Islands Harbor, where you can ride all the way to the south end of the harbor.

In Port Hueneme there's a bike path that starts off of Bard Rd, west of South J St, through Richard Bard Running Springs Park and takes you southwest all the way to Hueneme Beach.

If you're willing to venture a bit further away from Ventura County, the Marvin Braude Coastal Bike Path stretches over 20 miles, from Will Rogers State Park in Pacific Palisades to Torrance. Flat, adjacent to the ocean, and so many things to do along the way!
